dr900s-2ch on home network but does not connect.

Good afternoon,
Installed it on my desktop (WIN10), assigned a fixed network IP address 192.168.121.108 to Dashcamera and entered that into the BV software.
Activated cloud on my Blackvue dr900s-2ch and connected to my wifi network ok.
When I start driving up driveway I get the voice message "not registered" or like from the DC.
So I assume that WIFI connection is ok strength wise etc, when garaged car would only be 10 feet away from the WIFI transmitter, car is located on
the lower level separated by carpeted wooden floor.
I can the see that the assign IP address is active on my network, according to my router (Pfsense) just after I arrive home.
But I am unable to get Blackvue Down loader to connect and do its thing.
Any clues what might be blocking it, it can obviously connect to Blackvue Cloud, but not my local PC.
I am thinking that maybe something in WIN10 is blocking the connection?
